certainly in a welter of conflicting forces today. Freight and electrie power production, as reported for the latest weeks, made better showings than normal seasonal trends had indicated. The weekly steel trade reviews however, thi reported the first definite halt the uptrend in steel mill activity since the first of the year. Also, Westinghouse directors reduced the annual dividend rate from $5 to $4, after rumors had been eirenlated in connection the recent drive aguinst 'shorts that the $5 rate would be maintained. Shares were again turned over feebly in small volume.

The list worked higher during the morning, sold off around midday, and turned upward again in early Iternoon, under the leadership of American Can and Radio. Coppers were under considerable sure in the midday decline, Amertcan Smelting losing 2. Call money again was firmer, presumably reflecting government withdrawals from banks, outside offerings under the official rate of 1 per cent virtually disappeared. The close was irregularly lower. SNOW IS DUE OVER ENTIRE AREA TONIGHT Sheepmen: Warned to Protect Early Lambs; Storm May Be Godsend to Mountain Regions Grand Junction, the western slope, and, in fact, most of the Rocky Mountain region are due for a brief return of winter weather tonight and tomorrow as a result of a strong storm area central this morning over Arizona, the local weather bureau station announced this morning.

The local forecast as announced this morning calls for "rain turning to snow tonight and Thursday. Colder tonight and strong shifting winds becoming northerly. Stockmen, particularly a few sheepmen having early lambs out, were today being warned of the -storm conditions in order that they may protect the young animals. It is belleved that snow in some of the higher mountain districts will be heavy. On the whole, the storm should be a godsend to Colorado, espe cially if it continues for the next few days.

It will bring muchneeded additional snow to mountain districts, where the deposits have been extraordinarily light, and will, in addition, retard the development of fruit crops in the Grand Valley, which have been budding out earlier than 18- ual. Coming at this time with attendant cool weather, the storm should arrest the development of peach buds, which had shown indications of blooming out early in April. Cold weather at this time will not damage the buds and at the same time will help to with. hold the blossoms until later in the spring, when the frost danger will be lessened. The storm area central over Arizona developed rapidly last night and today overspread the tire Rocky Mountain and plateau regions.

It was attended by precipitation at scattered points from the continental divide to the Paeific const. A strong high pressure area is moving in from the Canadian prairies, bringing much colder weather, with sub-zero tem. peratures, in Canada. Hobson, members of the town board of Rifle, and C. M. Donell, town clerk of Rifle, were in the elty today to confer with officials of the Grand Junction city water department relative to methods of repairing the concrete lining of reservoirs. The town of Rifle has encountered some difficulty in repairing cracks in the lining of its munielpal reservoir.
