Monday PM December 23 1991 I Fort Worth Star-Telegrwn I Section A Page 19 OBITUARIES I- MAKING A DIFFERENCE TarrantBriefly King of 2nd chance canies police badge BY RICHARD DOISON Foci Worth Star-Idegram FORT WORTH Despair and anger permeated Nathan Roofs life He was in the midst of a bitter 4ivprce and child custody battle that sapped his funds and meant with his children was supervised by a court-appointed monitor Jeff Owings was facing jail and no way out of a drug habit that was 'leading him to a dark possibly fatal future He was afraid and locked into an addiction that left him caring for no one but himself But as these men edged closer to self-destruction in stepped Paul DiLena "I'm kind of like on special proj ects" said DiLenathe Fort Worth Police Department crime prevention specialist and part-time police chaplain He is many things to those 4 he's touched He is a radio talk show host and a security specialist to some He's a Christian activist a beacon for those in trouble with the law a nego1 tiator "I'm kind of like on special projects" DiLena said turns people on to other peo: pie that can help them He doesn't ask for anything He gives gives gives and gives some more" said Roof who met DiLena after a court order barred him from non-moni: tared child visitations "He came to my visitations every Sunday at 9 in the morning" Roof said "He is doing a visitation now where he is going to have to give up at least half of his Christmas Day so a mother can see her child" Later asked about the Christmas Day duty DiLena hesitated: "It's only from 10 to 12 What's a couple of hours if you can bring a bit of sunshine into someone's life?" DiLena moved to Fort Worth after retiring in 1976 from the New York City transit police where he had risen from the ranks to acting chief inspector Since joining the Fort Worth Police Department he has gained the respect of his peers and superiors His heavy East Coast accent does not betray the man's New York sayvy "He is the kind of person who when committed takes charge He has a quality set of credentials and he had a career on his own that led to top command He was over more people than are in this whole police department" said Fort Worth Deputy Chief David Dees Among DiLena'scommitments NASA The Assoaaied Press WASHINGTON James Fletcher who reluctantly agreed to head NASA for a second time after the Challenger accident in 1986 died of cancer a nephew said He was 72 Bill Fletcher of Provo Utah said his father flew to Washington on Saturday and was able to spend several hours with his brother before he died Sunday Mr Fletcher who lived in suburban McLean Va since his most recent retirement from the National Aeronautics and Space Administration served on the boards of several corporations and held a part-time teaching job at the University of Pittsburgh his family said Mr Fletcher first served as NASA administrator from April 1971 to May 1977 In May 1986 after the Challenger accident the previous January that claimed the lives of seven astronauts President Ronald Reagan asked Mr Fletcher to return to the job until the shuttle program was restored Mr Fletcher said at the time he was taking the job reluctantly but that he felt an obligation to help the agency in a time of trouble He resigned a second time effective April 8 1989 With a total of nine years spread over two tenures Mr Fletcher was NASA administrator longer than any other person In a 1988 interview Mr Fletcher predicted the inevitability of a future space accident and also of colonizing Mars "There will be another accident guarantee it" he said Mr Fletcher said the United States should prepare for another disaster by building another shuttle and planning for public reaction to the projected tragedy "As long as we keep flying people in space there's going to be a risk" he said but: "I'm reasonably confident that the shuttle is a much more reliable vehicle than it was before Challenger" Mr Fletcher advocated a Mars mission to stimulate the US economy and fulfill man's need to explore new frontiers Relatives said Mr Fletcher was diagnosed with lung cancer this summer and the disease had spread quickly in recent weeks He is survived by his wife Faye a son Steve three toddler had died in her sleep while she was baby sitting the child in July Ward told investigators she panicked and buried the body wrapped in a plastic bag and a blanket in a vacant lot next door to her home in Freddieville an unincorporated community in southern Galveston County "She admitted that she physically disciplined the child before putting it to bed and that she was never able to awaken it" Leonard said Galveston County Medical Examiner Dr William KomdoriTer said yesterday that he had ruled the child's death a homicide but declined to release any other information on the cause of her death The child's mother Johnn Jalyn "JJ" Tomas 20 of Galveston told investigators she had left the toddler in Ward's care in early July seemingly unwavering faith in God and his experience in street ministries leading back to 1958 when he participated in the founding ofTeen Challenge a Christian-based outreach program targeting youths heavily involved in drugs and gang activity DiLena said most troubled youths have little exposure to good moral values and they are so bored that they will do just about anything sniffing paint dropping bricks from bridges onto passing cars: shooting each other and anything else they can imagine he said A plan he is spearheading with hopes for implementation would set up after school workshops for children in low-income areas "What we want to do is from 3:30 to 5 pm non-denominational church people will teach them Bible stories with moral values principles and ethics Then we'll give them cookies and milk So rather than being latch-key kids they will be learning" DiLena said The program DiLena said would be a ray of hope for children who would otherwise have little expectations of rising out of poverty Dilena's hope of a successful community outreach program for children extends to his work in street ministries "This is a second chance ministry for people who have given up" he said Those who know DiLena say he is the master of the second chance Owings said he was more than troubled when he first heard about DiLena "I had been busted and I was fix-in' to do some time and he heard about it from a friend who knew my mom through a third or fourth party" Owings said from the office of his East Lancaster car lot "He said 'If you come to church Sunday morning Sunday night and Wednesday night now until you have to go to trial I guarantee you won't do any time' Owings said explaining that he only decided togo after his attorney said a 2-year sentence was the best he could hope for Owings said he spent several of his church visits in a daze still addicted and still afraid But about the third week Owings said he became a Christian and kicked drugs He also never served any jail time "That's how he operates" Owings said "He was so full of faith that God was going to save me and he was real confident I wasn't going to serve any time It's just his lifestyle He doesn't get anything out of it" However DiLena said he does get something out of helping others "I think it is payback to God God has blessed me" he said "The greatest thrill is seeing those whose lives have changed come back" "At senior registration this year I counted eight or nine girls who were pregnant or with children" Egert said "If they're not going to abstain from sex we need to teach them to take care of themselves" While researching the district's banned curriculum group members said they realized how little they knew about condoms Principal Doyle Dean said he doesn't oppose the group which meets at the school but isn't considered an official school organization "We're trying to teach students to make decisions and look at every facet of a problem" he said "I don't think you're ever harmed by an honest discussion" The group's meetings have required teen-agers to do sotnething some adults have trouble with: talk openly about sex Members have largely taken a clinical approach to the topic and mention terms such as ejaculation and menstruation with apparent ease They also can describe the behavior of the AIDS virus likely transmission routes and the latest AIDS statistics Briefly when she started brandishing a second knife
